Texas Voter Roll Citizenship Review

The record

In October 2025 the Texas Secretary of State reported that a check against the federal SAVE database had flagged 2,724 registered voters as potential noncitizens, out of more than 18 million registered voters in Texas.

Flagged registrations were sent to counties for investigation. Subsequent reporting found that some flagged voters were U.S. citizens, and in 2026 state officials confirmed that some had already provided proof of citizenship to the Texas Department of Public Safety.

Noncitizens are not eligible to vote in Texas or in federal elections. Texas law requires a qualified voter to be a U.S. citizen (Election Code Sec. 11.002), and federal law makes voting by noncitizens in federal elections a crime (18 U.S.C. Sec. 611).

Researchers across the political spectrum document proven cases of noncitizen voting. The Heritage Foundation, a conservative think tank, maintains a database of proven election-fraud cases; the Brennan Center for Justice, a progressive policy institute, has published research describing noncitizen voting as rare. Both treat it as a matter of individual cases, not of organized mass transport.

Texas does not register voters by political party, so no flagged registration can be 'a registered Democrat.'
