The record
The Command never chose a Buc-ee's, because the Command does not exist and neither does the trip.
Buc-ee's is a real Texas travel-center chain. It has no connection to this project and is mentioned only because it is the most Texas noun available.
The line demonstrates a common move in surveillance narratives: an ordinary, unknowable detail is presented as something the enemy already knows, which makes the enemy seem omniscient and the speaker seem important.
